General Eligibility Criteria
To be considered for the Subclass 491 visa, you generally need to:
- Be nominated by an Australian state or territory government agency, OR
- Be sponsored by an eligible relative residing in a designated regional area of Australia.
- Have an occupation on a relevant skilled occupation list.
- Possess a suitable skills assessment for your nominated occupation.
- Be invited to apply for the visa after submitting an Expression of Interest (EOI) through SkillSelect.
- Be under 45 years of age at the time of invitation.
- Meet English language, health, and character requirements.
How Points Are Awarded for the Subclass 491 Visa
The Subclass 491 visa operates under a points-based system, similar to other General Skilled Migration visas. Points are allocated based on a range of factors, including:

Age: Maximum points are awarded to applicants aged between 25 and 32 years.

English Language Proficiency: Higher scores in accepted English tests (IELTS, PTE, etc.) result in more points.

Skilled Employment Experience: Points are given for both overseas and Australian work experience in a nominated occupation.

How to Receive a 491 Visa Invitation
To be considered for a Subclass 491 visa, you must first submit an Expression of Interest (EOI) through the SkillSelect portal. The Department of Home Affairs conducts invitation rounds periodically, selecting candidates based on:

Can 491 Visa Holders Apply for Other Skilled Visas?
Holders of the Subclass 491 visa are generally not eligible to apply for other General Skilled Migration visas, such as the Subclass 189 (Skilled Independent) or Subclass 190 (Skilled Nominated), while their 491 visa is valid. This restriction applies for a period of 3 years from the date the 491 visa is granted.
After completing this 3-year period and meeting all required conditions 491 visa holders become eligible to apply for permanent residency through the Subclass 191 (Permanent Residence – Skilled Regional) visa, making the transition to PR more direct and streamlined.
